Harborview Terrace Houses occupies a portion of Manhattan’s Hell’s Kitchen, spanning 10th and 11th Avenues between 55th and 56th Streets.
Completed in 1977, the development includes a 24-story tower and a six-story building, together comprising approximately 266 units. Today, over half of Harborview Terrace residents are senior citizens.
The complex benefits from a prime Midtown location, offering views of the Hudson River and easy access to nearby high-rise condos, restaurants, and galleries. Harborview Terrace was initially thoughtfully designed to provided affordable housing close to the heart of Manhattan, blending budget-conscious living with the conveniences of city life.
Like many NYCHA developments though, Harborview Terrace has faced persistent challenges, including aging infrastructure, maintenance backlogs, and general property deterioration.

Residents and local community organizations have actively opposed privatization efforts, fighting to preserve affordable housing and maintain the integrity of their community.
Harborview Terrace stands as a testament to the resilience and determination of its residents, who continue to advocate for their neighborhood while maintaining a strong sense of home in the midst of Manhattan’s rapid urban change.
